THE GREENS ASSOCIATION
ANNUAL MEETING
Monday, October 8, 2007
7:00 p.m.
The 2007 Annual Meeting convened at the home of Jerry Lentz.
Members Attending: List attached. 24 units were represented. A quorum was present.
Welcome and opening remarks were made by President, Jerry Lentz. He introduced new residents Larry and Karol Cooper, Merle and Marlene Cooper, and Theresa Berutti. Another new resident, Sindee Kell was not present at the meeting.
The minutes of the Annual Meeting of September 18, 2006, were read. DJ Smith moved the minutes be approved as written. Dee Brown seconded. Motion carried.
Treasurer's Report
- The Treasurer's Report (attached) was then presented and reviewed. Nancy Nissen moved that the report be approved as submitted. Bob Schmitz seconded. Motion carried.
- Sally Taylor offered information from Farmer’s State Bank on how members might initiate direct deposit of monthly dues. If you bank somewhere else, talk with your bank and contact Sally for the account number. Please let Sally know if you choose to participate in direct deposit as she does not receive names with the fund transfers and wants to be sure to give proper credit for payment of association dues.
- To pay monthly dues by check, write checks to the Greens Homeowners Association and place them in the mailbox at 1511 on the first of each month.
Lawn and Snow Removal Services
- Weeds in the common areas have been an eyesore. Jerry reported that next spring we will try applying a pre-emergent herbicide and add mulch to the common areas. Donna Rohrssen said there are ads in The Penny Saver for people who would do hand weeding.
Jerry asked if she and others might consider serving on a landscaping committee to help make sure we keep on top of this problem.
- Greg’s Lawn Service should soon be trimming shrubs again as they have been contracted to provide this service twice a year. Marshall Godwin found someone a few years ago who did a great job but the cost was $2,000 which was considered too expensive.
- Concerns were expressed about the lack of trimming along the fence line to our north, weed whipping that is girdling and potentially killing trees, and areas where the large mowers are destroying the lawns. Sy Hinz asked that a hand mower be used behind his house as the riding mowers have made a mess of the area. Jerry willcontact Greg’s Lawn Service about these issues and they will be topics of negotiation when a new contract is discussed later this year. Marshall Godwin noted that several different lawn and snow removal companies have been tried in the past and that the same problems always seem to exist.
- We have trees that need to be trimmed and Greg’s does not provide this service. Some of the trees are dying on Council. DJ Smith will help identify trees that need to be removed, get competitive bids, and bring the information to the board for a decision.
Lighting
- Lou Louwerse said he saw the snow removal truck hit the light pole at 1621. Jerry Lentz said Greg’s Lawn Service called Coolidge Electric to shut off power when they removed the pole. Someone spliced a line that had to be repaired. All parties are refusing to accept blame for the splicing. Donna Rohrrsen asked why we have insurance if we cannot use it for this kind of problem. It was explained that the pole replacement is expected to cost $1,500 which is only $500 more than our deductible. The Board has decided that is not cost efficient to submit small claims as the increases in insurance rates would be more costly.
- Jerry called Justice Electric to inform them that we will not pay their $2700 bill until we have lights. We lost ballasts in both the lights in front of 1556 and at 1621. Sy Hinz asked about possibly purchasing new bulbs and electronic eyes for the older lights. DJ Smith replied that the board will try to have them glowing as brightly as possible.
Interior repair responsibilities
- Donna Rohrssen expressed frustration with having to pay for repairs inside her unit that she felt should be paid by the association. The association repaired a roof leak, but she had to pay for ceiling repairs inside.
- DJ Smith said that when damage first occurs, the homeowner must contact the association. The association will immediately make arrangements to repair any roofing problems. The association has never paid for internal repairs from leaking roofs. Homeowners who had paid for their own repairs in the past were asked to raise their hands. Many of those present raised their hands. According to our bylaws, each homeowner is responsible for the repair costs of everything inside their unit. If you have additional damage after a reasonable time has passed after you notify the board of directors, the owner may be justified in seeking some contribution for interior repairs from the association. However, this would be on a case-by-case basis, and the board of directors is the final decision maker under our bylaws. It was noted that the roofer arrived within an hour of the complaint.
- Sally Taylor said she recently talked with her insurance agent about condo insurance. She discovered that if your neighbor has a fire that damages your walls, it is your problem, not theirs. Insurance says you take care of everything inside your walls regardless of who caused the problem. Larry Cooper reported being recently told that condo insurance covers everything from the drywall in and that the condo association insurance covers everything from the studs out. Sally Mescher reported that this is their third condo association and that the bylaws have been the same as they are here.
- Jerry stated that the board denied the Rohrssen claim based on the bylaws and practices. Dues would have to go up if the association became responsible for interior repairs.
- Sally Taylor reported that we pay over $12000/year for our fire and casualty insurance and that the new premium will be $500 higher. It was suggested that homeowners take their personal and association policies to their personal insurance agent to make sure they are adequately covered.
Miscellaneous
- Betty Schulte contacted Harold Melody to paint trim on the units that do not have vinyl trim. This work should be completed this fall.
- Jerry thanked Marilyn Lowerse for organizing another annual garage sale and encouraged her to do it again next year. Joanne Hinz suggested the possibility of having two garage sales each year. Donna Rohrssen was also interested. However, most residents were not in favor of expanding the garage sale to twice a year. The policy will remains at only one garage sale each year in the spring.
- Sally Orf offered to deliver flyers when she is in town.
- David Anderson reported a large hole in the siding on the east side of his unit at 1506. This will be repaired the next time we have our siding contractor come out.
- Sally Orf's buried drain line from her downspout is plugged. Gale McCullough said the line is plugged under the sidewalk and he does not have access to the tools necessary to solve the problem.
- Marshall Godwin said many associations hire management companies to handle the business conducted by our board of directors. We all pay $100/month. He suggested the possibility that we pay $10 more per month to pay the board of directors for their work or we could hire a company. No one seemed particularly fond of either of these ideas.
Elections
- The president called for nominations for officers of the association. The following were elected to serve until the next annual meeting:

- Vice President: Jerry Lentz
- Treasurer: Sally Taylor
- Secretary: Phyllis Anderson
- Jerry then called for nominations for directors. Bill Nixon, Norm Stepleton, and Bob Schmitz were elected to three year terms. Lou Louwerse was elected to complete the final year of Scott Wheatley's term. The new Board of Directors and the years their respective terms expire are:

Association reminders
- DJ Smith handles roofing and siding problems. Jerry Lentz handles grounds problems. JW Ritchie handles our sprinkler issues. Residents will be asked to serve on committees in these and other areas.
- Please inform JW Ritchie if you see anyone shutting off sprinklers.
- Written proposals must be submitted to the board of directors for pre-approval for all exterior changes.
- Christmas decorations can go up on November 23 and must be down by January 15. Do not attach anything to your unit directly.
- Please be careful when attaching flagpoles not to damage siding.
- All sump pump drain lines must be buried or drained at the top of the driveway.
- Copies of the association rules are available from the secretary.
DJ Smith thanked Jerry Lentz for taking his turn and doing a good job as president. He noted that we have our issues and we try to deal with everyone fairly. This is a good place to live.
