Larry opened the meeting at 7:05 pm. Minutes from the Annual meeting in October were read and approved.
Karol gave the treasurer’s report as follows.
Checking Balance- $26,400.62
Reserve- $63,407.38
Money Mkt- $58,296.90
CD1- $7,106.15
CD2- $51,477.91
Maintenance:
Larry reviewed maintenance issues on several units that included minor wind damage, a hole in the siding, and stone work repaired on two units.
Stone work is not normally an association responsibility, but damage from a snow blade was responsible so it was repaired. Larry has walked around
and checked for damage on units, so if there is an issue let Larry or Brian know. Japanese beetles are taking a toll on some trees in the commons area.
It was agreed that we should try a product from Pecks that will help repel the insects and reduce long term damage to the trees. We will do it ourselves
in order to save money.
Water Issues:
The city has mentioned the possibility of water rationing this summer. Water timers will be checked to make sure they are working properly and may
need to be reprogrammed. Even though adjustments have been made in the watering times, water still runs down the street and onto Council Street. Part
of the problem could be lack of drainage manholes in certain areas, so the water has no place to go but down the street. Sewer issues and liability were
discussed and it was felt the board did not have enough information on the subject and will look for the original plans.
Bylaws Update:
The bylaws committee met and discussed a few additions and changes to existing bylaws. Most were in agreement with proposed changes, but the issue
of dogs took up considerable time. Some restrictions on types of dogs or size limits were discussed. The wording of proposed changes will be revised and
reviewed by the board. When the bylaws are ready to be presented to the residents, a 75% majority is necessary to approve the changes, one vote per
household. Making potential buyers aware of our bylaws was also discussed by the board. Paul felt new owners should be made aware of our rules before
buying and then signing off that they have read the bylaws. He will discuss this with DJ and report his findings.
External Maintenance:
The board discussed association responsibilities for water meters in a few units along with maintenance of gutters and downspouts. The board will work on
clarifying these responsibilities.
Green’s Activities:
There did not seem to be much interest in a community garage sale this summer, but individual owners may have one on May 17-18 with board approval. A
dumpster for residents to use will be scheduled for one week starting May 20th and will be located on the west side parking area.
